How is the time of zabbix 1.8.4 calculated on the server and web-frontend?

Hello. I'm confronted with the time problem. I'm in China, Shanghai. The original time on zabbix appliance 1.8.4 which I downloaded form the offical website is not consistent with the local time on my computer. The original timezone set is "Europe/Riga". When I changed this to "Asia/Shanghai",the time on web-frontend was still not right. It's a little bit complex. Let me explain with the following graph:

In the up graph, I set the timezone both in "/etc/php5/apche2/php.ini" and "/etc/php5/cli/php.ini" to "Asia/Shanghai", and the system time on zabbix is consistent with my local time. The time1 is right, however the time2 is 8 hours later.
How is time1 and time2 calculated? It seems that they are calculated seperately.
What's the relationship between time1, time2, the zabbix system, and my local time? And maybe with UTC?

What's more, I tried to change the zabbix system time to 8 hours before my local time (using the "date -s" bash command), but when i reboot zabbix, the system time changed to my local time automatically. How can it happen?

Any advice is appreciated. Thanks in advance!

to add up, can I manage to make the zabbix system time( displayed by the "date" bash command), and the time1 and time2 in the up graph all consistent with my local time ? How to do this?
    Thanks!
