Your Windows item would be a Zabbix agent with a key
    Code:
    perf_counter[\Processor(_Total)\% Processor Time]
    The Linux key would be
    Code:
    system.cpu.util[,user,avg1]
Your trigger for windows, which we will call CPU > 90% for 3 minutes would look something like this:
    Code:
    {Template_Windows:perf_counter[\Processor(_Total)\% Processor Time].avg(180)}>90
    Linux would be similar.

    The Action condition would be
    Code:
Trigger description like "CPU > 90% for 3 minutes"
    [I]and[/I]
    Trigger value = "PROBLEM"
