What's with the Bulkloader?

Zabbix 1.1beta7:

I'm curious about the purpose of Bulkloader.

Why would I want to bulkload users and hosts but not items, actions and triggers?

Is there a corresponding Bulkdumper or similar to dump the current users and hosts to a CSV-file?

I have written my own script that include, hosts, users, permissions, items, graphs and screens. I need to create with one dataset all these things. I use the zabbix functions to do this in the script.
