Availability and zabbix[host,agent,available] does not work with active checks

I've only active checks in my zabbix agents. Is it correct that availability under "configuration | Hosts" only works if minimum one passive item exists?

The internal item zabbix[host,agent,available] also only works if I have passive checks on a zabbix agent.
