Universal rule for Network IF ICMP monitoring

Hallo buddies,
i try to monitor with ICMP my network interfaces, but without success. May be somebody can show my error? Here is my configuration:

# snmpwalk -v1 -c public 10.16.1.94:8161 IF-MIB::ifOperStatus
IF-MIB::ifOperStatus.1 = INTEGER: up(1)
IF-MIB::ifOperStatus.2 = INTEGER: up(1)
IF-MIB::ifOperStatus.3 = INTEGER: up(1)
