Still able to access the webfront end when Zabbix-Server is off?

Are you supposed to be able to access the web frontend and still make changes even though the Zabbix-Server process is stopped or down? Its throwing me for a loop on this one. Why would it still work?

It is supposed to work and designed this way. Even if Zabbix Server is unavailable or is down for some maintenance works, one is able to make configuration changes using the WEB front-end or Zabbix API.

I would be surprised if the WEB front-end had a dependency on availability of the server.
