Please carefully check the message output to the log.

Perhaps the value of Server in zabbix_agentd.conf is 192.168.3.249.
Since it is being accessed from 192.168.3.242, I think that the IP of the Zabbix server is different.

Please modify zabbix_agentd.conf and restart the Zabbix agent service.

You need to specify IP of the zabbix server (that looks like 192.168.3.242) for Server and ServerActive parameters in config. Looks like IP 192.168.3.249 is you agent IP.
