BTW it seems that "service --status-all" is broken or your startup script for zbx_serv is not working properly.

Sidenote - it has been my experience that the startup scripts out of the box sometimes do not match the paths to the binaries/confs. Even if the defaults are used. I quit using them a long time ago and now just simply use the commandline to start/stop my Zabbix processes.

And maybe something else worth looking into is SELinux, whether it is permissive or not. We've gotten to the point that we just disable SELinux on all our RHEL boxes

You should also be looking at the Zabbix server-side log: zabbix_server.log for any clues as to what might be the issue.
