There is no file create.sql.gz. There is only changelog, copyright, news, readme... Where it can be located?

There is no create.sql.gz

Then downloaded:

https://repo.zabbix.com/zabbix/3.4/ubuntu/pool/main/z/zabbix-release/zabbix-release_3.4-1+bionic_all.deb

Now is ok.
