How can I create a trigger that reports a filename upon creation?

I've looked for a way to create a trigger that looks at a Windows directory, for example c:\temp and whenever a file is created on that directory, it is being triggered and sends the file name to an
Action that then sends an email with that file name....So in other words, Id like Zabbix to monitor a directory and whenever a file is created on that directory, it will send an email with that file name (Send message Action)
Is it possible?
