Specific Trigger not deliver mail

Greetings,

I was created Item and Trigger for specific host to check folder activity (when files added in and when empty)
Using the the Item: vfs.file.time[Windows folder location,access]

I am able to see the Alerts under Monitoring > Problems also added conditioning in Configuration > Actions to able fire mail.

any ideas are welcome?
