Why Active check in Zabbix dont work

Can you help me with this issue

I using only Ubuntu server. This is my zabbix.agent.conf:

PidFile=/var/run/zabbix/zabbix_agentd.pid
LogFile=/var/log/zabbix/zabbix_agentd.log
LogFileSize=0
Server=my zabbix server adress
ListenPort=10051

StartAgents=5

ListenIP=my server adress
ServerActive=my zabbix server adress:10051
Hostname=my server host name
Include=/etc/zabbix/zabbix_agentd.d/*.conf

TLSConnect=psk
TLSAccept=psk

TLSPSKIdentity=PSK 015
TLSPSKFile=/etc/zabbix/zabbix_agentd.psk

and i wont to monitoring log fail. This is my item in upload file.
Why, if i change StartAgents=0 my server don’t have connection.
How i configuration my agent.conf to change to active check to monitoring log.file.

Please check the log of Zabbix agent.
If any kind of trouble has occurred, it should be output to the log.

This is my zabbix log from zabbix server:
zabbix_server.log - 8327:20180822:073939.973 cannot send list of active checks to "ip on my sever": host [host name on my server] not found
zabbix_agent.log - 5424:20180822:073851.268 cannot parse list of active checks: cannot parse as a valid JSON object: invalid object format, expected opening character '{' or '[' at: 'ZBX_NOTSUPPORTED'.

This is log from my server in first post:
Zabbib_agent.log - 21787:20180822:063538.727 no active checks on server [zabbix server IP:10051]: host [host name ot my server] not found

If I change StartAgents=0. - this is the log:
