Changing email notification setting for when a service has "just been restarted"

As per the title, I am trying to reduce the amount of email notifications and wondering if someone can point me in the right direction for looking at where to change email notifications for specific events.

Hi,
simply disable the trigger at the specified host or change the trigger severenity to a lower level.
