I do not follow what you have tried to do here. Your logon should be http://IP-Number/zabbix I thought; unless I misunderstand what you are doing. If you completed setup of PHP, and setup of the database, setup the web server, and installed the zabbix server, then you should be able to go to http://IP-Number/zabbix and see a logon prompt at least. If you still see the white screen going to /zabbix instead of /setup, I would doublecheck your httpd setup.

Please make sure what kind of configuration PHP is running.
Have you raised PHP version, not CentOS 7 standard PHP packages?
      Or, are you using php-fpm?
If so, check the permissions of the directory that is managing the session for PHP.

Where and how did you check it?
How do you set up Web server and PHP to work together?
Which user is handled for PHP source?
Have you confirmed that the process of PHP processing by that user is started with the ps command?
Is it possible for the user to write to the directory that manages the PHP session?

If you are configuring with non-standard OS packages, you need to grasp what kind of relationship each is and make appropriate settings yourself.
