Alert not send after restart host

Hello,

I did a new fresh install of Zabbix 4. All works. i installed agent on my windows servers and add "windows OS template"

I received alert from agents but i do not receive alerts when host restart.

I don't understand because the trigger is ON on "windows OS template"
