Zabbix 4.0.2, Host Groups can't be selected in User Groups

Trying to set up some permissions, I go into Administration -> User Groups -> Permission

Then I click the "Select" button.

We have 35 host groups, the select dialog gets cut off at the top, looks like about 9 Host Groups are above the top of the screen, and can't be scrolled.

I have to type each one and select it, which gets rather tedious and can lead to some errors

If it is a combination of Zabbix 4.0.3 and Firefox 64.0, I can scroll to select it even if there are many host groups.
I also tried by Chrome and I could scroll with Google Chrome 71.0.3578.98.
