Give user permissions only to create users

I've been developing a large-scale Zabbix environment for an year now and this is my first post on this forum. Few days ago I was asked is there a way to setup Zabbix user which has permissions only to create users and I couldn't find discussion or so what ever on that matter. So I decided to seek help by posting here.

I think the main reason for this requirement is to allow help desk people create users. I already know that Zabbix has three user types (user, admin, super admin) but is there a way to modify these types or create new ones to match requirements?

Other way around could be by creating some kind of a web form which uses zabbix api..

I cannot imagine what that brand-new user can do with Zabbix?
DO you have any other explanation about default permissions for freshly created users?

Or Help Desk Team will create users just for fun? Users without access to any devices/maps/screens???

Sorry for my questions, it looks useless to create a user without default profile/permission.

None taken I guess you understood the "problem" a bit wrong. The purpose is to have an user which only sees the Users tab under the Administration settings. That way the help desk user can only create new users, set permission etc. but can't see what is going on in the monitoring system.
