When housekeeper is carried out continuously

I am using zabbix 3.0.

When housekeeper is executed consecutively, When housekeeper is executed but housekeeper processing is not finished
"Housekeeping procedure is already in progress" is output and recognized as completion, is it correct?

Yes it is correct and it mean that you should stop using housekeeper and switch to at least partitioned history* tables.
