How to adjust the item.lastvalue in action operation for trigger nodata ()?

The problem is: for PROBLEM (operation) and OK (recovery problem), the ITEM.LASVALUE is equal: Up (1). For PROBLEM, should be Down(1), and Recovery Up (0).
