Alert Not Send After Restarting Host

Hi,

After re-installing a fresh Zabbix 4, all works. Then I installed agent on my windows servers and add "windows OS template"

I received alert from agents but i do not receive alerts when host restart.

I don't understand because the trigger is "ON" on "windows OS template"
