Ubuntu Server: Intermittent ping when Zabbix-Server is running

I am running Zabbix Server 4.0.7 on Ubuntu 18.04

I have noticed, that when running a ping to google.com, if Zabbix-Server is running, then I have intermittent ping failures, whereas when I stop Zabbix-Server, the ping is stable without any failures.
Has anyone seen something like this before?

This issue still continues after upgrading Zabbix to 4.2.

I am also seeing alot of@ Zabbix agent item "" on host "" failed: first network error, wait for 15 seconds for all hosts, then they all reconnect at the same time.

It is not the local network or broadband connection, this has all been checked over, and this is the only server on the network having this problem.

Some further investigations into this issue:

I believe the issue of lost packets, to be related to the service zabbix-server, I have conducted the following tests each for 5 minutes:

      Test 1: Stop zabbix-server Service
      Ping Results:
      --- google.com ping statistics ---
301 packets transmitted, 300 received, 0% packet loss, time 300312ms
      rtt min/avg/max/mdev = 12.920/13.270/22.069/1.160 ms

Test 2: zabbix-server Running with all hosts disabled (no hosts being monitored)
      Ping Results:
302 packets transmitted, 302 received, 0% packet loss, time 301473ms
      rtt min/avg/max/mdev = 13.376/13.620/22.022/0.828 ms

Test 3: zabbix-server Running with about 35% hosts enabled (about 35% of hosts being monitored - 63 hosts)
      Ping Results:
      --- google.com ping statistics ---
300 packets transmitted, 289 received, 3% packet loss, time 299558ms
      rtt min/avg/max/mdev = 8.189/8.755/17.981/1.685 ms

Test 4: zabbix-server Running with about 64% hosts enabled (about 64% of hosts being monitored - 113 hosts)
      Ping Results:
      --- google.com ping statistics ---
300 packets transmitted, 276 received, 8% packet loss, time 299828ms
      rtt min/avg/max/mdev = 8.403/8.999/17.575/1.489 ms

Test 5: zabbix-server Running with all hosts enabled (176 hosts)
      --- google.com ping statistics ---
299 packets transmitted, 235 received, 21% packet loss, time 299707ms
      rtt min/avg/max/mdev = 8.423/9.030/18.876/1.566 ms

I think this proves that the issue is down to the service zabbix-server, however I am lost on how to further investigate and sort this out.

If anyone has any idea how I can further investigate and rectify this issue, it would be greatly appreciated!
