Escalation steps problem

Notification occurs only when "Steps: 1-0".


Can you help me find the mistake?
Only 1 notification is sent with the following settings.

Default process step time: 5m
Steps: 1-6
Step time: Default

Zabbix version: 4.0.6.

After upgrading from version 4.0 to 4.2, my issue is resolved.
