Cannot send email notification from trigger

Cannot send email notification from trigger but i can send email from test.
what is the problem?
what im missing something?
can someone help me out?

Check the following items.
- Have you set an action?
- Did you specify the destination user in the action settings?
- Did you subscribe to emails on the media in the user's profile?

Yes, I have set action also set the destination user in action settings as well as subscribe emails on media in a user profile.
I have noticed that there is no record/empty
showing/displaying in Reports>Action log.
I can send a test email as I mentioned earlier.

I understand that you ware able to send a test email.
Is a trigger event occurring?
Check that the event is recorded on Monitoring->Problem.

i just create new action and trigger, after that I'm receiving emails
