Zabbix Server refusing proxy connections

Hello all.
I've been trying to setup a communication between a zbx server and a zbx proxy.

I'm not being able to finish the configuration. At the zabbix-server.log I see this log; 1793:20190816:214341.044 cannot accept connection from proxy "PROXY_NAME" at "GW_IP", allowed address: "IP_PROXY": connection is not allowed

What have I tried and already done;
Check ports and NAT; All working fine, I can check and telnet both sides
Flush iptable rules in both sides
Reinstall and reconfigure zabbix server and proxy side
Change Name and IP of zabbix server and proxy

Any ideas?

1) This is the zabbix log?
2) It's a initial setup?
3) Post the proxy configuration on the web interface
4) Post the zabbix-server.conf file
5) Post the zabbix-proxy.conf file

Hide sensitive information (like Ip addresses)

I'm confused around the proxy installation -- are we installing the proxy after we install the zabbix server on the proxy machine.

or do we just install the proxy repo then add to the main server
