New to this monitoring tool and questions for discovery

I'm helping our security camera guy with looking at monitoring software. We are looking for something to monitor the cameras when they go offline.
We have some events that we are trying to narrow down and find the problems.
all the cameras are plugged into cisco switches and we have SNMP enabled.
I was thinking we could monitor the interfaces and maybe Protocol level cause the interface does not always go down due to POE.

Also can this monitor any traffic and bandwidth levels? be nice to see if maybe the recorder needed more bandwidth to accept traffic. Or see if dropped packets are in play.

All of these scenarios you can use. also, if camera have the ip addresses, you can check dustupnost` themselves cameras for icmp, availability of open ports tcp or the correctness of work web interface on the camera. The documentation described many possibilities.
