How to create condition for zabbix actions based on ISP response time.

I would like to create a condition for the zabbix actions based on my ISP connection health.
Example: if my ISP has high response time or ICMP loss the zabbix actions should not run.
This is supposed to minimize the false positive sending e-mails.
