SMS 101: Which devices are known to work?

I'm now looking into enabling SMS alerting. Do we have to get these 'USB modems', or can we just use a tethered cell phone? I've never enabled SMS alerting for anything before.

Any list of known/tested/'approved' devices?

I did use pretty succesfylly pagerduty integration , you can try opsgenie or some other providers. Prices are pretty reasonable. You can schedule sms warningd for different users(teams), even automatic oncall schedule is possible. Its not a device
