What OS are you using? Some distributions and versions have packages that can be installed using packages. Is it possible to install the fping package using the yum command or apt command?

The link introduces compiling and installing from source, not installing by a package. If you installed using this method, the command should be installed under the /usr/local directory.
Check the path of each installed command and set it to FpingLocation and Fping6Location in zabbix_server.conf.

I'm facing the same issue, using zabbix 6 on ubuntu 22.04.
It works for me if I simply do `sudo ln -s /usr/bin/fping /usr/sbin/fping`. Same for fping6

Look at these 2 options of /etc/zabbix/zabbix_server.conf . With these you can specify where you fping is located and restart zabbix server.
