From documentation results [1]:
Zabbix User: The user has access to the Monitoring menu.
But it seems the Guest users have no access to 'Discovery' which belongs to the 'Monitoring' menu. I found no way to change this and therefore I suspect a bug. Please provide you opinion before opening a ticket for this issue.
