zabbix-agents monitored by zabbix-proxy are shown as not available on zabbix-server

i configured two zabbix-proxys (active) and a lot of zabbix-agents, also active. I get all informations on the zabbix-server. The only problem is, that i can not trigger not-availability of agents because the server shows them all the time as not available.
i suppose the problem is:
the agents and the proxy are in a internel network (192.168.x.x). The proxy communicates with the server over a second network interface with public IPs.

Which is basically predictable. The server does not have information about the active agent on the basis of which it can judge its availability. Getting data from an agent is a one-time event that doesn't say anything about availability at the next moment.
