I need to monitor when a specific windows application get frozen or with status not responding.

I don't monitor Windows Hosts, but there are 3 ways to do it (i think).
1) Using agent proc.num (if it don't count the apps that are not responding)
2) Using a user parameter that execute a command to check and return the result
3) Using system.run to remotely execute the command.

what application ( car mark ), process, ui is freezing ( engine, brakes are not working ) , what can by the way to access it zabbix agent, logs, api ( please open the trunk ) ...if you can please tell su more specifically waht app, problem, possible access to itComment

If the app is written by you-embed interaction with Zabbix in it. For example, sending its state to the Z server.
If the application can accept any external commands (for example, via the api) - check it by zabbix.Comment
