I'm trying to use escalations. I have two steps. I made a custom email to verify which step I'm on. I never get out of step 1. How are steps supposed to be used in Actions?

I still don't understand the correlation with the two step fields. It says From and To. I'd think that means if I use on step 1, (1-2) and then just (2-2) on step 2. This doesn't seem to work. How do I get step 1 to go to step 2?
