Graphs analyzing and amount of thresholds violations

Our auditor asks me to prepare a report with capacity planning. And I try to find a way to generate a report or statistic but without any success. Help, please.
For example, you have a graph with CPU usage. I need to have information on how much time per custom time period CPU load was more than 90%. For example, for the last 2 days, 10% time CPU usage was more than 90%. Or for the network traffic, I need to have a report in percentages how much time the average network utilization was more than 90% but stay more than 90% at least for 5 mins. I have graphs with network, CPU, memory, etc. Unfortunately, I didn't create a trigger for everything I need to have and now I can't count trigger violations for the last eg. 2 days and take a percent of the time. Is there any method to generate a custom report with custom parameters? For example, "time of CPU load more than 90% for the last two days".
