Alert different groups based on service/application/host?

Is there any way how I could setup multiple different groups (for example a database group and a networking group) and configure Zabbix that certain alerts go only to the database group and certain other alerts go only to the networking group?

I imagine that I would like to do this depending on the host or maybe depending on application. Is there such feature or is there a plan to implement this?

The reason I'm asking is that I'm planning to restructure my operations team that in addition of the central operations team I could also offload some alerts to remote teams. For example I could operate a database for a team in a remote office, so I'd like to send all notifications of High or less to team members located in that office. A disaster level event would be send both to the remote team and to my central operations team. In addition there would be at least dozen more of these remote teams which would have different alerts based on the services they are interested in.

You can use whatever is in the Actions --> Conditions tab as seen below.
So, yes to application and host. Not sure exactly what you mean by "Service" though. If you are referring to monitoring a specific service on a Windows server, then that would fall under the "Trigger" category.

Another way you might find easier (not sure if it would apply) is to group your items/triggers by notification group (IE Windows Group Template, DB Group Template, Middleware Group Template, etc...) then setup your notifications based on the template the trigger is in.
