Zabbix API, Templates and Hosts

How come we can treat templates as hosts?

For example, running the itemprototype.get method in the api, I'm able to specify in the hostids parameter filter a templateid and get the related information.

Do templates and hosts share the same "id" namespace? Is it safe to do this? Are there any other ways to retrieve item prototypes from a template?

Yes, at the database level the Templates are in the Hosts table where they're differentiated by status column being equal 3.
