triggers configuration

Hello!
I have two questions

1.
I have a host group with 100 windows workstation and triggers created for each workstations e.g. zabbix_agent status
I'd like to create a trigger which starts only when zabbix_agent unavailable on > 60 hosts

2.
I have a host group with windows computers
I created a windows service discovery, configured to search only some services e.g. important_service1
but on some hosts service important_service1 isn't installed
i want to monitor if important_service1 service doesn't exist (not stopped!) in the host then make alarm
is it possible?

2) Don't use detections for an important service. Just make a template with an explicit check of the state of the service and a trigger if something is wrong.
