Custom index.php Login page

I recently configured SSO for Zabbix which works fine. But my company has a strict policy on using local user accounts, mainly due to password policy. I've been asked to remove the ability for users to login locally so I've been searching for ways to do so. I haven't found much help here on the zabbix forum or other online resources. I started looking at the php code and found /usr/share/zabbix/include/views/general.login.php. I can edit or remove specific fields such as username and password but my concern is still allowing our Zabbix Super Admin local account to login.

So getting to my question, has anyone else done something similar or do you have any suggestions on how to accomplish the request?

Forgot to mention I'm running Zabbix Server 5.0.9.
