How to create toggling trigger?

Hi,
Trying to create TOGGLING trigger.
Up and down the port status as can be seen in the attached image.
The condition for the increase of an alarm is 5 (up and down status) times in last 15 minutes.

Judging by the graph the update interval of the item (Operational Status) is 6 hours (4 values a day). What is the sense of checking the values of last 15 minutes?

The graph is just an example of a toggling situation.
The update interval are every 2 minutes.

One of the ways would be to use calculated item. I think it's the most clean way. See for suggestion by splitek here:
