This is the output from the log file on the agent:
fail (cannot connect to [[98.174.X.X]:10051]: [0x0000274C] A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.)
3952:20150716:170652.764 active check configuration update from [98.174.X.X:10051] is working again
1284:20150716:173033.236 Zabbix Agent stopped. Zabbix 2.4.4 (revision 52334).
    3932:20150716:173033.939 Starting Zabbix Agent [Kiosk1]. Zabbix 2.4.4 (revision 52334).
    3932:20150716:173033.940 using configuration file: C:\zabbix_agentd.conf
3932:20150716:173033.941 agent #0 started [main process]
    4008:20150716:173033.943 agent #2 started [active checks #1]
    388:20150716:173033.944 agent #1 started [collector]
Ive also gone through and created a firewall rule for the agent:
    uSEfirewall2 open EXT TCP zabbix-trapper zabbix-agent
Please any help would be greatly appreciated.

We have two Sonic Walls that Im currently have configured to NAT from external to internal.
The kiosk is on a 98.174.X.X network I have ports 10050-10051 open and the NAT goes to the kiosk that has a static Ip assigned 192.168.200.2

The hostname on the Zabbix Server matches the name in the conf file.
The Zabbix server is also behind a 98.174.X.X public, Im able to send ping request back and fourth but the agent is still unable to communicate with the server. Ive post a updated agent.confg file.

        Code:
