agent 5.4.6 is this agent 2 or have they been combined

For Zabbix, when the bug is fixed, it will be released as a new version. 5.4.6 is a new release of a major version called 5.4. If this major version of 5.4 matches, then the communication between the server and the agent is compatible. In addition, in the case of Zabbix Agent 2, newer versions may add plugins as well as fix bugs. Check the release notes for any fixes or improvements.

From 5.4.5 to 5.4.6, there seems to be no addition of plugins.

Please choose the one you like. Zabbix Agent 2 of 5.4.6 for Windows is released at almost the same timing as 5.4.7, although the release was delayed a little. Please note that there are only a few differences.

Since many plugins for Zabbix Agent 2 have been developed recently, there are many monitoring templates that assume the use of Zabbix Agent 2.

I think the question was here because on the download page

for 5.4.6 only classic agent was present (and still is). choosing any other minor version there, also displays agent 2 for download. But currently by default 5.4.7 is first, so you don't have to bother with 5.4.6 any more..
