Why is zabbix-frontend installed as apache conf?

I curious to know that: Zabbix frontend is being installed as an Apache conf.
All in all, Zabbix frontend is actually a regular php based website, so it should work just the same as any other website served by Apache. Further more, I wouldn't want any website on my server to include /zabbix .

Any insights on this issue?
