I don't think the Zabbix developers provide a pre-built package for HP-UX any longer, so your best bet is to download the source code (I would recommend the 5.0.20 LTS source code) and try compile it. You only need the agent (not agent2) and the source code is pretty portable, so there's a good chance you'll be able to get it to build. Alternately, if the HP Porting & Archive Centre (PARC) is still a thing, they might have pre-built packages for the agent.

Actually, looking at the download site, if you click on the "Zabbix Agent" link and then enable the "Show Legacy Downloads" checkbox, there are older versions for HP-UX. I don't know if the architecture for any of them will run on your system. I'm fairly certain that PA-RISC won't, that's the old architecture, but I don't know about either of the other two.

It does mean that at least version 3.2 could be compiled successfully on HP-UX 11.31, so none of the architectures that are available work for your system, you may want to find one of the 3.2.x source code distributions and try build that.
