Action - add existing host to host group not working

Host was added from discovery rule.
Host IP is 10.1.0.100
(no agent installed)
(Zabbix can ping)


Discovery Action
Condition: Host IP equals 10.1.0.100
Operation: Add to host groups: Site1
enabled


Discovery rule is enabled
scanning IP Range. 1m interval Checks ICMP.



I wonder why my Discovery action isn't firing.
I don't see an option for Host IP with a Trigger Action or a regiostration action.



Reason for action:
Next step was to set the condition to an IP range and apply it to all the manually added hosts (not just discovery)
