How to monitor bandwidth to receive alerts ?

I really hope that someone can help me , to monitor bandwidth to receive an alert once the bandwidth goes less than 1mbps ?

you know of course I will never receive an alert as long as there is a bandwidth , but I want to receive an alert when the bandwidth goes less than 1mbps ?

I really need your help and I'm so grateful
