Just please read again what you've just quoted.
Those prices are for support (not for use).
If you don't need support just don't buy it.
Many people are thinking that they need to pay to use for example RHEL but in many cases is another fact that in many countries, for example, banks are forced by local law to use only products with support provided by people from outside the company. Doesn't matter that banks are usually enough big companies to have enough well-skilled people which can diagnose and even fix the issues without calling anyone from outside the company.
Such situation is in UK and UK is not the only country where typical joe-SysAdmin cannot just take software from the public network and use it on production.
The same is even with zabbix which is free to use but if you need support you can buy it.
