Trigger for X number of agents not reporting data

All my agents are in "Active" mode. I have triggers for each agent so that I get an alert when no data has been received from an agent for more than 10 minutes. Any idea how I could create a trigger that triggers when more than X number of agents have no data reported in the last 10 minutes?

I could write something for the zabbix DB to alert on this, but there must be something I could use within zabbix to alert on this. This trigger would be great to have because it would alert me when there is really something big going on with my pool of servers.
