zabbix active agent not reporting data for 1 server

Hello, we pushed out the same config to all of our servers, and they all work except 1. ICMP ping IS working, but no other items from the Windows active agent template. The log is saying:

"An attempt was made to access a socket in a way forbidden by its access permissions"
"active check configuration update started to fail"

Has any one else ran into this issue and if so, what resolved it?

Check the firewall settings - the agent cannot access the server to get a list of metrics.
Is it possible that the user under whom the agent is running does not have enough rights to work with the network?
