User Groups? in combination with an alert?

Dear community,
just to be sure I got it right: the user groups are just for....filtering?
There is no way to say: "ok, if this happens, inform Group A. Group A consists of user1, user2, user3...send em an emailalert. "
Am I right? Where can I configure who to inform when an event escalates. Do I have to attache the alert to the trigger? or to the action? ore something totally different? Is ist only possible to adjust this with the severity level?
Sorry, I don´t get it.

I got it. Have to create UserGroups and bind em to the action.
