zabbix graph y-axis range not matched

I was zabbix 3.0.3 installed last month.

Very simple configuration and very useful.

But graph was wrong.

bottom legend show max value.
But it is over y-axis range.
So I changed graph item function(avg -> all, avg -> max).
But same.

What's the problem.
