Use of SKIP in the KEY (Eventlogs)

We have seen a strange behavior when using the "skip" mode collecting event logs.

If we use ship in conjunction with count, the count option does not seem to work.

Is this by design?

What count option? Where?
skip mode in item config is only used once, right at the first "install" of item, so it will not start reading from beginning of the logfile, but skips all existing and starts from the end. There is no "count" in eventlog item config...
